Let me put this in as simple terms as I can….
If you would read the rules on page 89-90, you would know, if a team “commits a foul” (IE throwing a challenge flag when it is not challengeable by a coach) they lose the review and get a 15 yard penalty. The rule is in place for the following scenarios… if the Vikings can get a snap off, before the ref stops for a review, the play would stand as called… or if the other team “commits a foul” to slow down play and cause a snap not to happen, (allowing more time for the booth ref to review & call down to the field to review) then they get “no review” play stands as called “and get a 15 yard penalty” it is written in English for all to read. This may be a dumb rule, but until it is re-written, it will only apply to everyone but the Packers evidently 
nowhere does it say, if the review is initiated first, then you can throw a flag and only get a 15 yard penalty… Carey made that up and it is speculated, that the rule change in 2013 will incorporate that part… which he probably read somewhere already & applied in the 2012 season
