There is a place in Shakopee that you can get parts, I think it’s called TwinCity Outboards. I do think it needs to be in the water.

I would not run more than 5 seconds out of a tank. You would be ok if you are testing to see if it fires but not much more.

One of my tricks if mounting the motor on a saw horse and then a trash can or rubbermaid with water deep enough to cover the cavitation plate.

Good luck, they are fun to tinker with and go trolling for pike when you get those old motors hummin’.

Im not sure if this link will help but I use it a lot for schematic drawings.

Don’t run it out of the water. Can you let us know what HP/model # it is? Working on these oldies is one of my hobbies

Does it turn over? Do you have a compression tester? Spark tester?

Since I assume it has sat for a long time, you are going to have to clean/rebuild the carb. Does it have a built in gas tank? If so, any gas that was left in there has turned to sludge by now and will have to be removed.

Call Twin Cites Outboard, they probably have all or most of the parts you need to rebuild it on the shelf new. What I usually do everytime I get into an old motor is I take the flywheel off and look at the coils, points and condensers. I clean those up If I can and reset the gap in the points and the gap between the coils and magnent on the flywheel. The space between the coils and magnent should be as close as possible so more electricity is generated to fire the sparkplugs. Next step is clean the carburator. I take all the parts out of the aluminum houseing and clean them and run a can of carb cleaner through all the passages in the houseing. Check the lower unit oil and see if theres enough/ 90 weight. If it doesn’t pump water when you start it then you need to take the lower unit apart and replace the impeller. All this isn’t that hard to do, just remember where you took the parts from and don’t get frustrated and throw parts down the street, take your time.
