Rock, your not alone on the not liking the sticker. The large upper part goes somewhere visible in/on the boat. The lower part goes on the winch stand. If a new sticker comes in 2015, it will only go on the trailer (or so says the bill’s author). They made a provision for some antique and unique boats when putting a sticker on them would defeat the authenticity of the craft. This isn’t spelled out specifically but likely relies on common sense. Part of the intent is to have “thousands” of teachable moments before it becomes a violation.
