Drew they are legal in Mn.
Minnows– Members of the minnow family, except carp and goldfish; bullheads, ciscoes, lake whitefish, goldeyes, and mooneyes (not over 7 inches long); suckers (not over 12 inches long); mud minnows, leeches, tadpole madtoms and stonecats. (Note: border water regulations may vary.)
I believe those are the type of minnows that you buy in the LaCrosse area. or did for the most part.. fatheads, or mud minnows is what the guy at Mac’s called them years ago..

I used to get them from there, but I have not seen them in a while.Very good for walleyes, but not as good as willowcats. But I heard willowcats were going for 20.00/dozen or so lately
I have a few local ponds that I get 3-6 per trap per set….. With several traps overnight, I can get 1-3 dozen for a weekend….. The traps will produce 5 dozen fatheads and rainbows per 1/2 doz mud minnows. They are awesome enough that I go through the pains of sorting them. If I could find a good source for them, I would be in heaven. I have never seen a minnow put up such a show on a lindy rig…..they ALWAYS get hammered by an eye when put into play …….always.
I remember as a kid biking to Coon lake with my nephew. We found a drainage ditch with water flowing through the grass. It was about as much water as you’d find running down the curb after a good rain. Those things were loaded in there.
