OK, I picked up a shaker on a soaker rig tonite.
    I know it’s a cat area.
If I’d let it stay out there and a cat took it, would it be legal??

In Wisconsin (and I would assume it to be the same in Minn.) as long as the Eye meets any size limits (length, slot if one exists) and would be legal to keep, as long as you add it to your daily bag limit, you can use it for bait. I know a guy that has used eyes on the lower side of a slot (slot 14 – 18″) for musky.
