I think it is 2 rods in the Summer.

3 in the Winter. (MN should take a look at this)

3 poles Regardless of time of year. That would include 3 ice fishing also any combo of tip ups and jig poles as long as it’s 3 total.

3 lines is correct but i will try and clear up the 3 lure thing. A lure is considered 1 line no matter the # of hooks on it. For example a shad rap with 2 trebles is considered 1 lure. Also a 3 hook crawler harness is considered 1 lure. If you are doing a 3 way rig or something similar such as a sinker on the bottom with a stick bait 1′ up the line and a plastic and jig 3′ up the line that is considered 2 lures or lines. If there is 2 seperate baits a fish could get hooked on that is considered 2 lures even if it’s on the same line. Hope this helps. Any other questions just hollar.

I havent checked the regs to make sure, But if you are a MN resident fishing Wi./Mn. boundry waters, I believe you must follow Mn. regs. If you are inland on a lake and have a Wi. non resident license You follow Wi. regs. You cannot use a Wi non resident license on the boundry waters in order to follow the more liberal Wi. regs if you are a Mn. resident. You must still follow the Mn regs while fishing either license when fishing boundry waters! Hope this makes sense .

To clarify a little. A drop shot rig with 2 hooks spread 1-2′ apart would be considered 2 lines. But yes, its three lines that you are allowed.
