That is correct. A spinner and/or a bead. Kevin

Kevin;
So the bottom line is that I need to run a bead with the 2 hooks
to be legal?
Thanks, Jim Peters

Subject: Re: Crawler harness
An artificial lure included jigs, spinners, spoons, crankbait, etc.
where the treble or single hooks were part of the manufactured body and
no more than three of the hooks and not more than 3 inches apart.
Because the hooks are all attached to one body, the lure is considered
to be only one hook. A crawler harness is consider three hooks unless
the hooks are no more than 3 inches apart and has a spinner blade and/or
bead attached to the first hook to make a body which puts it into the
artificial lure category. Kevin

Is it legal to fish with night crawlers with 2 hooks with out a spinner?
If not what makes it legal to use 2 hooks on 1 line with a crawler?
