The seal replacement should be fairly inexpensive. About 2 shop hours plus parts.

But you will want to try a figure out why it went bad. Make sure the prop shaft is not bent. Even if its off by a thousanth, can mean problems.

Fishing line will eat a seal also.

Make sure it is oil and not simply exhaust/unburnt fuel.

When you say there is water in the lower unit I assume you have seen the lower unit lub looking milky. There are seals and gaskets that can cause this problem. The drive shaft and prop shaft both have seals. I had a seal on the drive shaft below the water pump leaking on a 30 HP evinrude (they told me). The shop I used said they would not replace individual components. On that model they do all 7 seals/gaskets. That cost $250 with the new lube. On my current Suzuki I paid $165 to have the prop shaft seals replaced. On that model there were 2 propshaft seals.

I just had that same problem fixed. There are 3 separate seals in the lower unit in my 90hp Yammaha and all were bad (propshaft, driveshaft, and one other). I had water in my lower unit oil when I winterized, which led me to get it looked at. 2-3hrs plus parts is about right. I also had the waterpump impeller replaced while they were in there so the bill ended up being a little more than I would have liked but what are you going to do.

Important to note. Get it fixed before using! A cracked seal is minor and common but indefinitely leads to a wrecked lower unit which is 6-8hrs labor and big bucks in parts. $6500 worth of first hand experience.
