Price on 9.9 Merc Question

Wondering on what would a good price be on this motor with electric start. It is a 1998 year in great shape.Also since this in the paper is there some way to know if it is a long or short shaft motor by the serial number??

This is for a 2stroke.
You surf around to the 4strokes if thats what it is.
