Sounds like low oil. Also could be a lot of water in the system. Notice any leaks??

I had a similar thing happen in my old boat and it was a relay switch that was going bad.
replaced that and it was back to perfect.

Could be something to look into.

**Note: I am far from mechanical, so I’m sure relay switch is not the correct term

With it working intermittently it’s likely that the tilt solenoid/relay is going bad. You can test it by switching the wires from the up to the down and down to up soleniods to see if it works up but not down.

Best to change it before it goes totally dead, and I always change both the up and the down solenoid when I do it because the other one will probably be going soon.

The whinny noisy could be air in the system. Try running the tilt all the way up and all the way down and the noise will probably stop.

Drain and refill with the right fluid and retest .. if still the same you pump is bad.

The whining noise you here is most like the motor running.

See if you can find anything on YouTube. You most likely have a bad seal on the piston. You should be able to find a YouTube video on how to replace the seal also. Good luck with your project.
