I have 25+ volts at the bow plug.

I could only get a 12v reading at the stern so I checked
the voltage across the battery terminals that have the stern
wires connected to them and did not get a reading.
(pos. and neg. on the bottom of the drawing)

I did get 25+ on checking the top two posts with the VOM.

    What did I miss?

Is the Vantage 24v? If so, you need to connect them to same place as the bow mount. The reason you have 0 volts is you are connected to the posts that have the jumper wire connected. Electrically they are the same place, therefore 0 voltage.

Looks like you have the negative wire on the wrong battery. It should be connected to the negative terminal of the battery on the left. Right now the negative wire and the positive wire on the left battery are at the same potential or point…

Yes, the 24V motor leads need to be on the same terminals as the bow mount, but the 12V lift (yellow) wire needs to be on the same battery as the Vantage negative.
