Does anybody understand how this stuff works.

    Gun buying in not your home state. Ok, I am technically still a resident of IL, (IL drivers license, IL FOID), but I live in WI. Today I decided I was going to buy the Savage Axis in 22-250. Dunhams in Stevens Point had them on sale coupled with a $50 rebate, a total cost of $279 sounded pretty good for the rifle package. So I go to purchase and they are unable to sell to IL residents. They can sell to Michigan but not IL. Ok so that’s strike one, I then went to Fleet Farm, they can sell to IL residents, but they didn’t have the 22-250 in the on sale items, rather they prefer to only have 3006 and .270 and youth model .243. Strike two, but the one that really gets me is, on my final attempt I went to Walmart. I immediately ask if they can complete a sale to an IL resident, a manager makes a phone call and yes they can, good deal I’m in business. Wrong, the department head returns from his lunch break and he and another sporting goods associate are ready to start my paperwork, which they do all electronically. Well when he pulls up the start of the paperwork, IL is a state they are unable to sell to. flame flame Now I understand in WI, you can walk out of the store with a firearm, but IL has a mandatory 24hr wait period for rifles and the 3day wait for handguns. But what really annoys me is that FLeet, and Gander Mtn. (who I called just to see if they could do it) can sell to IL residents. What gives?? How can a national, one in almost every city, store like Walmart not be able to do a sale, but Fleet a typically more Wi store can? Also the most recent firearm I purchased, a shotgun, was purchased in WI, from a local sporting goods store and I just had to observe the 24hr wait period.

    Did they confuse you with an alien?
    “Federal firearms licensees (FFLs) are required to obtain documentation establishing that an alien legally in the United States has resided in the State continuously for at least 90 days prior to the transfer of the firearm.

    I currently don’t have my FFL, but will be getting it soon. Most of the publications I have are aged or outdated, so take it for whats is worth.

    What I found was in a 2007 bulletin. Basicly it just states that WI recognizes the lform of Identification used by IL residents and that WI observes IL’s applied laws/ordinances when selling to IL residents.

    So, since IL has a 24 hr wait on long guns, they probably didn’t want to deal with waiting on you, where a WI resident is walking out the door after the background check

    Tomorrow, I am going to see if I can purchase one through a local smaller gunshop in town, that does more of the order a firearm for you, style sales. Maybe because I will have to wait for it to arrive anyway it will all count as the waiting period etc.

    Check with one of my buyers. Under some circumstances, the Wisconsin dealer with a FFL can be required to transfer the firearm to a dealer in IL for the final transfer to you. That usually comes up with handguns, and not long guns. The people that refused the sale to you may have confused the actual law, or won’t participate in a 3rd party transfer

    Just guessing, but it may have something to do with Wal-MART having physical stores in Illinois whereas Mills Fleet Farm does not, thus Wal-MART has to follow Illinois Law on the purchase by an Illinois resident. Mills Fleet Farm does not have any stores in Illinois so they may not have to follow Illinois law.

    I would also suspect that there are 2 issues in play here:

    – Legal restrictions, be they state or Federal.

    – Story policies. Since Illinoing is well-known for its draconian anti-gun laws, I can’t blame retailers in nearby areas for NOT wanting to get involved in sales to IL residents in case the reason that resident is buying from out of state in the first place is to do an end run around some IL gun ban.

    You have to look at it from the store’s point of view. IL has created this tangled web of laws, many of them are illegal, but nonetheless they are in force. Why should the store assume all the risk of helping IL refugees get around the laws in the state where the buyer resides and presumably votes?

    BTW, why are living in WI with an IL license? I’d think the easy thing to do would be go get a WI driver’s license.

    Living here for college, I just moved to my apartment in august, I will be doing the whole switch to Wi license and residency in the spring.

    After sleeping on it for a night, I am still intending to make another attempt to purchase the rifle, but I realized at all three locations yesterday they were focused on my drivers license none even asked or seemed to take into consideration if I held a valid FOID card, which I do. Wi residents use their drivers license to purchase firearms, however IL uses the FOID card for purchases on firearms and ammo. I realize as grouse stated stores just may have policies, but I feel like if they looked at it a little more they would realize my FOID would be used to clear the background check, and I would just wait the 24hrs. Gander Mtn. I think knows this because my call to them yesterday they said they can do the sales only on long guns, and I have to wait 24hrs.

    Huh, last time that was what was used to fill out the paper work, oh well. I ordered the Axis today through a local store here in town, an it will be arriving next week some time. peace then all I have to do is add the scope stuff and I’m ready to smoke some yotes

    Nic,

    The 50 and 55 gr bullets with the right load both shoot well in that gun. I suggest the 55s. I found a lot less wind drift on them. 5gr doesn’t seem like much, but it’s easier to compensate elevation than wind. Congrats on the new pellet gun. I love that distinct crack of the 250
