I think even though it has close to the same muzzle velocity as a 30.06 it doesn’t have the knock down power like a bigger gauge does and because alot of guys used to poach with them because of the quieter sound, I think this is the reason.

I don’t think a .410 slug is even close to a 30-06…… I think they are something like 1500fps compared to 2700+ for an ’06. Not comparable in the least bit.

I would not say its not adequate. That’s similar energy as several legal straight walled handgun calibers. I’m curious now too. For the record I am not of the opinion that the .410 is ideal, but in a residential area, at night, out the truck window. It would work.
I think it was originally because it was considered inadaquit but now I don’t get it because I think that the majority of people in iowa that carry things like a sub compact .40 cal handgun are worse off and probably wounding more deer than a guy with a .410 slug.
This regulation was created when .410 slugs were very inaccurate and the barrel was a smoothbore. With the right barrel and ammo the .410 is almost as powerful as the .45-70 and no one would say that round is not powerful enough for deer. This link lists the data. .410 ballistics data
