Minnows everywhere

    I was out on the St.Croix this morning from Bayport down to Afton State Park and noticed minnows everywhere. There were so many “flittering” around at the surface it sounded like rain falling. I am thinking that is the reason I only caught a couple sheephead and a couple of White bass. What are these minnows and did they just hatch or something (I’m new to river fishing).

    I’m guessing shad just cause fish were making them break the surface. thats my 2 cents.
