    Pretty tough to prove that unless the ‘fishermen’ actually confessed.

    unless they had walleye in the boat. i called about some early season smallmouth harvesting from the dam area a few years ago.. N Hudson PD came down and called a warden in.. funny, that seemed stop it in a big hurry
