    Rep. Mark Anderson District 9A is the Author:

    I have no idea yet confirmed on how the MnDNR sees this, but WOW, I cannot believe this.
    Where do they come up with these ideas?
    Would this not CUT the MnDNR’s throat/major source of Funding?

    I’ll post email reply from the MnDNR when and if I recieve one.

    relating to game and fish; authorizing catch and release angling without license;
    amending Minnesota Statutes 2014, section 97A.445, by adding a subdivision.

    BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

    Section 1.

    Minnesota Statutes 2014, section 97A.445, is amended by adding a
    subdivision to read:

    Subd. 6.

    Angling; catch and release.

    A resident may take fish by angling without
    an angling license if any fish caught are immediately returned to the water.

    I don’t see the upside for the legislator introducing this. Is there really a rabid constituent base clamoring for this? The big ‘no license’ lobby?

    I think this is a spearing bill, you won’t need a license to just sit in a darkhouse and drink beer. Or maybe it meant to be a Mille Lac bill, since you can’t catch or keep a legal walleye anyway? When you look at the Author and Co Authors it would suggest folks who may need headlines rather then possess expertise: Anderson, M. ; Franson ; Drazkowski

    The AIS fee will offset the lost of revenue Carroll. No worries! they know what there doing. After all! any increase in fees are only the cost of a scoop or two of minnows.

    @Buzzdabassman, remember we were talking about the no culling law MN has and it was mentioned that Minnesota was being laughed at by other States because of the law?

    Today I truly believe other States are not laughing at MN’s no cull law as much as this one and Tom Saxhaug.

    I can’t wait to hear the audio recording when this one hits the floor.

    This guy is looking to hang some extra legislation in the shadow of this proposal. That’s the only way they get anything done anymore.

    Well if our DNR is thinking about going to C&R on Mille Lacs this season……I may get by without purchasing a fishing license?

    Buying a fishing license supports the DNR effort, for better or worse. I don’t like this idea.

    The money lost will have to be made up with tax dollars…. I would rather pay the license fee than pay another .25% or whatever it would be in sales tax on every purchase whether or not its fishing related.

    BK, as you may suspect I likely side with Saxhsug. Actually one of my next projects is to try for a Statewide Boat Operator License that would include the AIS testing.

    I was just thinking this morning…another couple years and my granddaughter will be old enough to fish without a license…and keep a limit.

    I’ll have my cake and eat it too!

    As cheap (although I like to use the word “frugal”) as I am, financially, this is not anything I would like to see.

    I don’t live in Minnesota, but I can’t image not eating some perch, walleye and the occasional pike. Nothing beats the occasional fish fry.
    I throw back more than 90% of the game fish I catch, and all big fish. Felt bad when I had to keep a ~ 14+ pound pike that took it in the gill plates last year, however I wasn’t going to throw back a dead fish.
    BTW don’t these guys realize that the simple act of catching fish results in a certain mortality rate? So these catch and release fishermen (which most of are to a large degree) do kill some fish, even if you are careful and take precautions.
    BK are you depleting your zone of catfish, I hear they are good eating?

    10% mortality for released fish the MN Dnr has said.

    Having someone gift the fish to me would certainly take care of my needs.

    Fish mortality is completely irrelevant to the question of whether or not the angler should be required to have a fishing license
