494 access “after hours” parking tickets

    Anyone else get these at the 494 access? He wrote on them “after midnight”… Now that I check its $117 fine and I’ve got 2 now! Is there a better place to launch a boat around these parts? Maybe one of the marinas have a season boat access rate..

    I’ve had my rig parked there many times after midnight since ’01. I have not recieved a ticket. I’m not sure why you are getting these tickets.

    Are you parked there almost every night??? If so, maybe the cops think your truck has not moved in two or three days???

    Or maybe he’s just jealous because youre out fishing every night and he is stuck patroling the parks…

    Who gave you the ticket? I’m fairly certain there are no posted hours, and isn’t that DNR land, seen very few acess anywhere with times….

    haha yeah maybe that’s why..

    I’m usually out of there by 12 because of the first ticket, then one night the fishing was good so I stayed a little later (about 1) and I had the second. Seems strange that they’re cracking down on the late night fisherman in the blue truck! I was thinking about moving down to Hastings, at least I could do some late-night flathead fishing there. Either that, or let me borrow you rig when the fishing’s good!

    I know someone who’s a Police reserve and patrols the boat ramp and it is “Strictly” enforced. Thought you’d like to know.

    Rollin,

    Was this ticket written by a South St. Paul cop? Did you talk to them? I’ve never seen any sign telling me I had to be out of there by Midnight. And when does the next day begin? Could a guy geta ticket for being down there “before 6” or something? I think we need to get to the bottom of this. $117 is a hell of a parking ticket!

    OK, I just found it on SSP’s website:

    City Ordinance

    It says:

    Sec. 42-61. Hours.
    Subject to the exceptions in this section and except for city employees in the performance of their duties, it is unlawful for a person to be in or park a motor vehicle upon park properties between the hours of 11:00 p.m. and 8:00 a.m., except at the DNR Boat Launch area (located at the southern end of Verderosa Avenue) where the prohibited hours are from 12:00 midnight to 4:00 a.m. No persons, except city employees, may be in or park a motor vehicle upon the property comprising Kaposia Park, Veteran’s Field, Lorraine Park, McGuire Field and McMorrow Field between the hours of 10:00 p.m. and 8:00 a.m., except upon written permission by the director of parks and recreation and granting access for an extended period, not later than 12:00 midnight. Parking between the hours of 12:00 midnight and 4:00 a.m. at the DNR Boat Launch area may be allowed upon issuance of an overnight parking permit by the director of parks and recreation or designee. Permits shall be granted upon a showing that the parking will not interfere with rights of others to use the park.

    So you could ask for an over night parking permit, otherwise be out of there between midnight and 4 am. I wonder what they’re worried about, catfish guys?

    Ive talked to S. St Paul before about issues at the landing. They seem pretty decent to deal with. If any of you guys get a permit please report back on who you talked to and how it went.

    I have never had any tickets parking at the Lilydale ramp with a trailer.. but its rare I park there late anymore(too many freaks around).

    Watergate marina has season launch passes. I believe they are around $200, or $10 per launch and you can leave as late as you like.

    MN river 35W and 77 never received tickets. Its a haul to the territory your fishing, but there are some good ones in that stretch.
    Those got to hurt. I’d follow the others recommendations and try to talk to someone and see if you can get them waived.
    P.S bring the pics of your fish, it might help the case, you might have to offer a trip and put them on fish. You probably know the value of a good photo.

    haha Larry.. well, I think it would be a good argument to make to the director.

    I do like this stretch of the river. I haven’t even made it upstream from the ramp as I seem too preoccupied with the downstream spots.. seems the closest public access downstream would be hastings as far as I know. Probably just as good fishing up there though!

    City hall is now just a few block from the landing. May be pretty easy to get the permits. From talking to the city about a year ago they have no idea how much or when the ramp is being used. They where suprised that the ramp was being used in the winter months and after dark at that time. Make sure and let them know when and what you want that ramp used for. I agree giving tickets to people that are fishing is crazy. The only other activitys going on at that time of night are either bieng drunk at the bar or criminal. Hey we are fishing. The pole in my hands may be a clue.

    There was a sign there for years. Must have got torn down during the construction. Just park on the road on the other side of the bridge if you are out past midnight.

    There must have been some kind of theft or vandalism down there recently for them to start enforcing the rule again.

    So there is nothing to stop people from parking on the road? That’s silly. But if it is legal and they can’t tag you it’s a great work around.

    I was out there yesterday and noticed “no parking anytime” signs on the road leading up to the bridge. Do they not enforce these or are you taking about a different road to park on? I noticed a few gravel pull offs there.. Have you guys ever tried parking on the road before it goes under the bridge?
