    Thats good news! It is true one can read a little too much into the regs. They are unclear sometimes.

    I apologize if I created a problem. I was concerned that we were going to get a change to the bullhead rule that would be difficult to work with. I’m glad to hear the rule is written correctly and that we are close to resolution.
