What is this? Battery vent/ fluid maintainer?

I just purchased an old Ranger 690C.
The batteries all have this replacement top cap for 3 batteries.
It plugs into the top caps of the batteries and has a rubber hose that is capped. It has acid or distilled water in the hose and it appears vents for battery. Is it for maintaining or adding fluid to keep the bateries full?
Ths batteries are jammed in tight and hard to access.
Pic is poor. What is it called? How doez it opperate?

Very handy on my RV batteries.
