A number of websites have suggetsed that NR20-40 might be dead. So I asked Pat Schmaltz at the DNR. Here is what he had to say.

The fishing tournament rule is not dead. We are still summarizing the public comments, which is a substantial task given the number of comments and their nature (verbal comments, rather than votes). Once that summary is complete we will evaluate it and determine how we want to proceed with modifications to the rule proposal.
At current my focus has shifted to the pilot program evaluation. We need to summarize what we receive from the investigators into a succinct document (with the actual reports as appendices) for the legislative committees. That process is in the initial stages, as we are still waiting for some of the data.
Hope this makes sense. Rules are not dead, but we certainly do not have a clear process outlined for how to modify the rule.
