I have a 60 hp and same thing happened. I had a ground in the wrong spot, I could jump it but never get it to turn on its own. Pm me and ill send you pics of the correct wiring, at least you could eliminate that.

So I found a loose wire on safety switch. Plugged in no response. Also what looked like a wire that had rubb thru, fixed that . Bypassed the switch to try by using a jumper ,still did not turn over

I just sent you a few pics if you can make sense of the wiring harness.
I had the ground on the solenoid wrong and it took me to long to figure out. Same symptoms

Is this an old motor to you that has ran fine then just no start?

Hopefully you disconnect battery before switching and fixing this electrical, stray voltage can turn one small issue into a disaster.

It’s a 92 evinrude and yes. Usually crank about twice a month with no problem. One day it started this. Btw I replaced what looked like a frayed wire to safety and one of the wires was off. After fixing and re attach still no response. Tried to jump wires but still didn’t turn over

What do you mean crank twice a month? Run it twice a month? Just turn the key on it twice a month while it sits?

    I misread this.

Did you change out or test the starter itself ? Also use a tester and see if when you start it or hit the button if power is flowing or not.

Bearcat, he said he can jump the starter just not thru the key, so not likely it’s the starter. Solenoid has been replaced, that leaves neutral safety, kill switch, or turn key, or a fuse.

If you can jump the two wires coming out of safety neutral switch that will bypass that, sometimes the control arm that ground out the plug can gunk up over time and not disengage. Kill switch would be pretty weird to just go out and not work, as the key suddenly stop working as well. Critters chewing something also comes to mind, especially if it’s sitting.

Ok y’all SUCCESS. CHECKED CONTINUITY from neutral switch to next point. It was a broken wire at the connection. Replaced and fired right up . Thanks everyone for helping.one note the wire was rubbing on the control box shifter too.
