I dug out some old merc manuals that I have and found that rascal,it is an auxiliary exhaust drain hole that keeps water or condensation from pooling around the exhaust ports,that way water wont sit there and freeze during storage in winter.
as long as you have water coming from the tell tale or as you call it the p hole like you should,no need to worry about that little drain hole you are seeing.
